The Department of Pharmaceutical Services provides a full range of services for patients cared for by the Medical Center across the continuum of care as well as its providers and payers. These services include, but are not limited to, drug procurement, storage, and security; safe accurate and timely preparation and distribution of drugs; clinical pharmacy services for patients; development of drug use policies within the Medical Center; drug information services for clinicians and patients; and participation in technology assessment and quality assurance programs. The Department collaborates with the UCSF Department of Clinical Pharmacy, an academic unit within the School of Pharmacy, which has primary responsibility for teaching professional courses in the Pharm.D. curriculum, research, and public service. The Department of Clinical Pharmacy and Department of Pharmaceutical Services share its philosophy of pharmaceutical care.
Responsible for Department of Pharmacy reporting and analytics, finance and revenue cycle management, regulatory compliance and supply chain including contracting and all aspects of inventory management across inpatient, ambulatory and outpatient retail settings. Participates with other higher-level managers to establish strategic plans and objectives. Makes decisions on operational matters and ensures achievement of objectives for a large college or operating unit with a direct impact on a major segment of the organization, or with significant multi-organizational or multi-institutional influence. Reviews and approves recommendations for operational planning and control. Erroneous decisions will have serious impact on the overall success of the department, division and / or the organization. Responsible for managing all of the functions of the Business Affairs unit of the Department of Pharmaceutical Services and Enterprise. The areas of responsibility include: budgeting (operating and capital), purchasing (all areas of that function which include supporting contracting, day-to-day purchases, drug shortages, inventory management, reverse inventory management, physical inventory accounting and security), Pharmacy Revenue Integrity (includes review of drug charge policy, oversight of coding management, charge updates), 340B and Specialty Pharmacy management to optimize savings and maintain compliance across UCSF Health. Includes working with the Epic/Willow team to ensure systems are updated with correct pricing information, correct workflows are implemented and Epic data is able to support the needed business analytics. This position will develop a business analytics team to provide data to Department of Pharmacy Leadership and other UCSF Health departments. Will include collaboration with multiple internal UCSF departments including but not limited to the UCSF Medication Outcome Center, Revenue Cycle, Budget Office, Strategy, Managed Care Contracting and Patient Accounting as well as other UC Medical Centers. The position will be responsible for conducting monthly, quarterly and annual business reviews of each business unit within the UCSF Department of Pharmaceutical Services. Participates with other senior managers to establish strategic plans and objectives for Pharmacy and other business units (Ambulatory Services, Cancer, etc.) and works with the Strategy Department on affiliations that have a pharmacy component (e.g. advising on the overall fit with Pharmacy business portfolio, ROI, financial risks, regulatory risks, etc.)
MBA or an equivalent combination of education and experience; seven years of which must be pharmaceutical industry/management
Bachelor's Degree in related area and / or equivalent experience / training
Experience working in partnership with external affiliates, or with joint venture initiatives
Advanced knowledge of financial analysis and reporting techniques; human resources and risk management planning
Strong knowledge of common organization-specific and other computer application programs including Epic Willow module
Thorough knowledge of pharmacy industry, health and safety, federal, and state regulations
Excellent leadership abilities to oversee multiple functions or departments through subordinate managers
Excellent skills to work collaboratively and act persuasively in sensitive situations; skills in conflict management techniques
Skills in establishing and implementing customer service standards; excellent ability to establish metrics for department and employee goals which measure effectiveness of contributions to efficient operations of department
Skills in employee development to grow assigned subordinates leadership skills, leading and guiding them to achieve objectives and manage conflicts; strategic abilities to collaborate with senior management on setting objectives.
